Nvidia’s Regulatory Shadow Grows Even as the AI Chip Machine Hits New Highs

The arithmetic of Nvidia’s current moment is almost absurdly favorable. Revenue of $96.2 billion in fiscal Q2 2027, up 106% year over year. Adjusted earnings per share of $2.22, comfortably ahead of consensus. A 70% growth pledge for fiscal 2028. And yet, the most telling developments of the past week have nothing to do with silicon or server racks — they concern Washington, Brussels, and the fine print of corporate dealmaking.

The stock closed the week at €194.64, just 3.9% below its 52-week high, with a 5.8% gain over seven days and a 17% advance over the past month. Year to date, shares are up 21%. The market, in other words, remains firmly in the camp of those who believe the operational story outweighs the gathering political noise. But that noise is getting harder to ignore.

A Political Machine Takes Shape

Nvidia has quietly established a federal political action committee — the “NVIDIA Corporation Employees Federal Political Action Committee” — to fund US election campaigns. That follows reports of $2.5 million in lobbying expenditures in Washington this year. One could file this under standard corporate hygiene for a company of this scale. A more cynical reading: Nvidia is preparing for a regulatory fight it sees coming.

The company’s market capitalization now exceeds €4.3 trillion. At that size, political exposure isn’t a side effect of success — it’s a structural feature. And Nvidia appears to be acting accordingly.

The second signal arrived in the form of media reports that Nvidia has paused its revenue-sharing agreements with so-called “neocloud” providers, a preemptive move designed to address growing antitrust scrutiny over its dominance in AI chip partnerships. This is not a footnote. It is an acknowledgment, in real time, that the company’s market power has grown so vast that it must retreat from certain arrangements before regulators even demand it.

The Hugging Face Prize

Meanwhile, Nvidia is also positioning itself as a buyer. Reports from The Information, Ars Technica, and Business Insider indicate the company is in advanced talks to acquire Hugging Face, the open-source AI model marketplace, for roughly $12.9 billion.

The numbers attached to that potential deal are striking. Hugging Face hosts more than two million models and hundreds of thousands of datasets. The reported price works out to approximately 86 times the platform’s annual revenue, estimated at around $150 million. In 2023, Hugging Face was valued at $4.5 billion; an earlier Nvidia investment offer of $500 million at a $7 billion valuation was rejected. The talks are not finalized, and sources caution that a breakdown remains possible.

If completed, the acquisition would be Nvidia’s largest ever, dwarfing the $7 billion Mellanox purchase from 2019. It would also hand Nvidia control over a central distribution platform for open models — a strategic lever against closed-system rivals like OpenAI and Anthropic. Regulators in the UK and Europe have already signaled unease about further concentration of AI infrastructure in the hands of a company that already dominates the GPU market.

A New Capital Allocation Doctrine

Alongside the acquisition chatter, Nvidia has signaled a fundamental shift in how it treats shareholders. The company now intends to return at least half of its free cash flow to investors, with roughly 60% targeted for the current year.

Last quarter, that translated into a record $26 billion returned — $20 billion in buybacks and $6 billion in dividends. Evercore analysts project $115 billion in total returns this year and $230 billion in 2027. The board has also approved an additional $80 billion buyback program, lifting remaining authorization to approximately $99 billion.

Bank of America notes that a payout ratio of 50% to 75% could provide additional support for the stock — a pattern investors recognize from Apple’s capital return playbook.

The contrast with the underlying cash flow trend is worth pausing on. Free cash flow fell from $49 billion to $21.4 billion in the most recent quarter, even as the company commits to returning more of it. There are also $15 billion in debt obligations maturing over the next one to five years. None of this appears to trouble the market — Nvidia traded at €195.60 yesterday, 3.4% below its 52-week high of €202.50 and a full 40% above its 52-week low.

The Real Test Ahead

What makes this moment genuinely complicated is the convergence of forces. A company that more than doubles its revenue in a year while effectively shaping every major AI infrastructure deal is an inevitable focal point for antitrust debate. The neocloud retreat reads less as weakness and more as a calculated effort to get ahead of future constraints.

Amazon Web Services has committed to purchasing two million additional GPUs across Nvidia’s Blackwell Ultra, Rubin, and Rubin Ultra generations by 2028, underscoring that demand remains voracious despite supply constraints in memory and packaging. Several analysts have raised their price targets following the quarterly results.

The stock’s 7.3% premium to its 50-day moving average suggests investors are weighting operational strength far above political risk. That calculus may hold while growth explodes as it did in the second quarter. But if the growth rate normalizes while regulatory pressure intensifies, the market’s tolerance could shift — and the political and legal headwinds Nvidia is already positioning against would become the first real test the fundamentals alone cannot absorb.
