XRP Draws $1.44B in ETF Inflows as Price Sinks – Upgrade, Matt Damon, and African Pivot Fuel Long-Term Narrative

The disconnect between XRP’s price action and its institutional traction has rarely been starker. While the token languishes near $1.15 – a 39% decline since the start of the year and roughly 70% below the July 2025 peak of $3.65 – a staggering $1.44 billion has poured into seven US spot ETFs over the past six weeks alone. The market is pricing in short-term gloom; large players are betting on a regulatory and infrastructure-driven rebound.

A leaner, cleaner XRP Ledger

Part of that institutional confidence may stem from a major technical overhaul. The XRP Ledger has released version 3.2.0, which rebrands the core software from “rippled” to “xrpld” – a deliberate move to sharpen the distinction between the decentralized network and Ripple Labs as a company. The update also includes a so-called “spring cleaning” amendment that consolidates or removes more than 30 legacy code fragments. The result: node storage consumption drops by up to 40%, slashing technical debt and boosting performance.

Voting on the amendment is underway on mainnet. Roughly 26% of nodes have already adopted the new software, but activation requires an 80% supermajority over two weeks. The update also addresses critical bugs: AI-driven testing uncovered seven vulnerabilities in the Lending Protocol, including potential system lockouts – all now patched.

Matt Damon and a humanitarian pivot

Next month’s Swell conference, Ripple’s flagship event, is shaping up to be its most high-profile yet. From October 27 to 29 in New York City, the company will host more than 1,500 attendees, 75 speakers and 50 sessions in a combined Swell-and-Apex format. The keynote speaker: actor and Water.org co-founder Matt Damon.

Should investors sell immediately? Or is it worth buying XRP?

Damon’s appearance isn’t just star power. Water.org has named Ripple an exclusive digital-asset and payments partner for its “Get Blue” campaign. Ripple is providing seed funding and using its payments platform to cut the cost and speed of remittances, with the aim of delivering affordable loans for water and sanitation. The XRP connection is indirect but real: Ripple’s stablecoin RLUSD runs on the XRP Ledger infrastructure, so transactions flow – at least in part – over the same network, even if XRP itself isn’t always the settlement token.

Other speakers include Bullish chairman and CEO Tom Farley, and the agenda spans XRP utility, stablecoins, tokenization, DeFi, ETFs and AI-powered finance. The conference is positioned as a bridge between traditional finance and blockchain infrastructure, but so far the announcement hasn’t moved XRP’s price. The relative strength index sits at 40, signaling weak momentum without entering oversold territory.

Deepening Africa links

Ripple’s expansion strategy extends beyond developer upgrades and conferences. The company has invested in African payments provider Flutterwave, valued at $3.2 billion. The goal is to accelerate cross-border transfers by integrating the XRP Ledger, giving Ripple a foothold in a rapidly digitizing payments market.

Waiting on Washington

What may ultimately close the gap between price and fundamentals is regulation. The market is watching for the CLARITY Act, a bill that would permanently classify XRP as a digital commodity under US federal law. Passage would remove the regulatory cloud that has hung over the asset for years, giving institutions a clear legal basis to allocate capital. Until then, the paradox of billion-dollar ETF inflows against a sliding spot price is likely to persist.
